In general, when should I start fertilizing my plants?

I have a pear tree and 2 young lemons tree. I also have flowering plants like wisteria , bouganvilleas, and jasmine.

In general, when should I start fertilizing my plants?
You should start to fertilize them when you see new growth on the tips of the branches and limbs. Don't fertilize too soon though if there is a chance that it will still freeze at night. Where you live is a factor as well. Plants need a rest period in the winter, that is the time period to withhold fertilizer.
