You are definitely talking about a Black Locust tree. They grow along the roadsides here in Illinois too. If you get a chance to look at one close up you will notice very large thorns on the branches, and the leaves are fern-like, that is a Black Locust. Blooms are off white and much smaller than wisteria, but pendulous like wisteria. They grow wild all over Illinois.Click on this link and you will see what I mean,

I have read the answers of the others here and none of them seem to be what you are describing. I am a horticulturalist and familiar with the species suggested do far. Based on your description I am gonna guess the tree is Catalpa speciosa.
Reply:That would be the black locust tree.Robinia is a native tree of the US.,they bloom fragrant pea like flower clusters in the spring.
Reply:I'm betting your seeing crabapple trees. We have them growing wild in Indiana, the birds "spread" the seeds. They can bloom white to deep pink, depending on the variety of the tree...the birds don't care!..lol. If your seeing it along fence rows..well, birds set on the fence and "do their thing!"..voila! trees in a row.

When you say like Wisteria, do you mean the flowers hang like grapes?
